Definition: Unauthorized Progres
1) The concept that no one needs to give you permission to perform good works and improve the country.
2) The idea that in our beuracracy it is harder to get permission to do something than to recieve forgiveness for having done it.
3) The good works produced by those who were not ordered to do them.
